"Heavily indebted poor countries (HIPCs) comprise a group of 41 developing countries classified as being heavily indebted poor countries.
The group includes 32 countries with a 1993 GNP per capita of $695 or less and whose 1993 present value of debt to exports is higher than 200 percent or whose present value of debt to GNP is higher than 80 percent (World Bank classification of severely indebted low-income countries).
Also, the group includes nine countries that have received concessional rescheduling from Paris Club creditors (or are potentially eligible for such rescheduling)".OECD, Paris
